2026 ROAD CLOSURES
Please see the 2026 Spring Flood Road Closure Map above, which identifies known washouts in the RM that we expect to remain closed for an extended period.
Important Notice:
This map DOES NOT identify all the current road closures in the RM. Conditions are changing rapidly, and a real-time map is not practical while our crew works tirelessly on repairs and monitoring.
- Watch for Signage: Please continue to obey all physical signage and barricades placed by our crews.
- Report Issues: If you encounter a hazard that hasn’t been marked yet, or if you notice signage has been moved or removed, please contact the RM office or a member of council so we can address it.
PROVINCIAL DISASTER ASSISTANCE PROGRAM (PDAP)
Documenting Property Damage & Clean-Up
The RM has officially requested designation under PDAP for this spring flooding event. For more information on the program, you can visit the official site here:
Provincial Disaster Assistance Program – PDAP
Important: Start Tracking Now
While we wait for the formal application window to open, it is critical that residents keep thorough records. PDAP requires detailed evidence to process claims.
Please keep track of the following:
- Detailed Photos: Take “before” and “after” photos of all damaged areas and items before you begin repairs or disposal.
- Labour Logs: Keep a log of all “man-hours” spent on clean-up or flood prevention.
- Equipment Usage: Record the type of equipment used (e.g., pumps, fans, tractors), including the model number and total hours operated.
- Purchases & Invoices: Save all receipts for items purchased for clean-up, emergency repairs, or damage prevention (e.g., sandbags, cleaning supplies).
- Insurance Correspondence: Contact your insurance provider early; you will eventually need a letter from them detailing what is or isn’t covered.
Application Forms
Forms will be made available as soon as the RM’s designation is finalized. You will be able to access them:
- Online: Provincial Disaster Assistance Program Form
- In-Person: Paper copies will be available at the RM office.
For now, focus on safety and documentation. We will notify the community as soon as the forms are ready for pick-up and submission.
LOCALIZED FLOODING & ROAD HAZARDS
The RM of Usborne is currently experiencing localized flooding throughout the RM.
The RM advises all motorists to avoid driving through water that is flowing over or standing on the road surface.
Significant infrastructure risks may exist that are not visible from the surface:
* Undermined Culverts: Water flow can erode the soil and materials supporting culverts and the roadbed.
* Structural Voids: Compromised infrastructure can create large voids underneath the road surface.
* Road Surface Failure: These hidden voids may lead to a sudden collapse of the road under the weight of a vehicle.
The RM is identifying and marking these hazards as soon as we are made aware of them; however, please exercise caution as new hazards may develop rapidly.
If you encounter water over the road, please seek an alternate route. Until the water recedes it is impossible to fully assess the damage and repairs will not be possible. Permanent repairs cannot be made until conditions stabilize.
To report specific locations of concern or localized flooding, please contact the RM Office or your Division Councillor.

Fire Fighting Coverage
It is the responsibility of the RM to provide Fire Protection Services, however the property owner is responsible for fire-fighting costs. In the event of a fire the property owner will be invoiced.
With the rising cost of fire services, Council encourages all ratepayers to review their insurance policies to ensure they have sufficient coverage for fire call-out charges. In the event of a fire, service fees can quickly reach thousands and tens of thousands of dollars. This specific overage is often overlooked or undervalued in rural home insurance policies, leaving many ratepayers underinsured. Please check with your provider to ensure your “Fire Department Charges” or “Fire Service Fee” coverage reflects today’s costs.
Please be advised: Per our policy, unpaid fire service charges will be added to the property taxes of the land location where the service was provided.
Controlled Burns 1-866-404-4911
Report ALL controlled burns to this phone number before burning and upon completion. The information required is: your name, phone number, land location, what you are burning and for how long. If an unreported controlled burn is responded to by a Fire Department, the landowner or resident will be charged.
